DIGNITY is Looking for a Project Officer for Jordan Office

Organization: DIGNITY- Danish Institute against Torture
Position: Project Officer
Contract type: Fixed Term
Contract Duration: 12 months
Location: Amman- Jordan (with limited travel in Jordan and abroad)
Reporting to: Country Director.
Coordination: A team of two Project Assistants.
Starting Date: Feb. 1, 2022

In 2008, DIGNITY began working in Jordan on an anti-torture programme engaging with criminal justice institutions and in 2014 Dignity opened its Office in Jordan and widened its scope of work to include also capacity building on human rights and rehabilitation of vulnerable groups among others.

DIGNITY is implementing a project entitled “Increased legal awareness of citizens on their rights under the Law” supported by the Spanish Agency for International Development Cooperation (AECID). The goal of the project is to increase and raise awareness of the citizens and residents of Jordan on their legal rights through CBOs and NGOs and implement a wide scope and focused media campaign on the Rule of Law and Access to Justice, Legal Aid and Vulnerable Groups.

Duties & Assignments
1. Manage the day-to-day project management with close cooperation and follow up with the programme partners as well as with colleagues in Denmark.
2. Responsible overseeing the successful execution of project deliverables, action plans and monitoring processes.
3. Develop narrative and financial reports as required by the government, DIGNITY, and donors.
4. Ensure close collaboration and coordination with cooperating partners to guarantee smooth implementation of activities and achievement of results as specified in grant agreements.
5. Coordinate and motivate the project team and monitor project activities and project expenditure and coordinate work with consultants and volunteers in the project.




6. Develop concept notes and other thematic documentations as necessary.
7. Carry out M&E processes as required by donor and DIGNITY.
8. Maintain current partnerships, fostering networks and build synergies with governmental institutions, CSOs, multilateral institutions, foreign missions in Jordan, and INGOs.
9. Contribute to the development and implementation of DIGINTY’s policies, strategies, and annual plans.
10. Any other required tasks that are relevant to the above scope of work.
Required Qualifications
1. University degree, preferably master’s degree in: Law, Social Sciences, Human Rights, Political Sciences, Business Administration, or any relevant field
2. Minimum (6) years of proven experience in project management or coordination, working with INGOs, government institutions, UN agencies, CBOs, Donor community among others.
3. Have in-depth understanding of Jordan context and a strong track record in promoting coordination between different parties, state, and non-state actors.
4. Knowledge of the Rule of law and/or Access to Justice and have excellent knowledge and experience of managing human rights projects in an ever-evolving context.
5. Aware of protocols and diplomatic context.
Skills

Programme Management:

• Excellent knowledge of and experience with managing human rights and development projects in an ever-evolving context, including excellent knowledge of Project Cycle Management, and be able to take ownership of project implementation and close follow-up.
• Excellent reporting and writing skill.
• Good negotiation and decision-making skills.
• Strong track record in coordinating between different actors, especially state and non-state actors.
• Knowledge of the field of Human Rights and Rule of Law and/or Access to Justice and in-depth understanding of the Jordanian context as well as the MENA region.
• Knowledge of the monitoring and evaluation method Outcome Harvesting is a plus.

Finance:
• Strong financial management skills including development of budgets, forecasts and close monitoring of expenditures, spot checks and other financial/budgetary requirements.
• Excellent use of Microsoft Excel.
• Knowledge of PowerBI is a plus.

Personal Skills:
• Leadership and proactive personality to lead the team project (two project assistants)
• High awareness level of protocols and diplomatic context.
• Analytical and strategic thinking.
• Excellent communication and interpersonal skills and the ability to communicate effectively with stakeholders at all levels.
• Organised, structured and good at time management
• Able to prioritize between tasks in peak periods with many deadlines
• Fluent in both Arabic and English (writing and speaking).
• Advanced computer skills.

Qualifications

7. Minimum (6) years of proven experience in project management, working with INGOs, government institutions, UN agencies, CBOs, donor community or similar.


Benefits and Entitlements
The contract is a 12-month contract. Working days are from Sunday to Thursday, from 9 am - 4pm with flexibility. Benefits include Social Security, Class A medical insurance and a very friendly working atmosphere. This position is offered on National Terms & Conditions of Employment.
