POSITION DESCRIPTION
Near East Foundation Belgium (NEF) is a nonsectarian international development non-governmental organization (NGO). For over 100 years NEF has pioneered many of the strategies employed by the world’s leading development organizations and helped the most vulnerable communities in the Middle East and Africa improve their conditions in the face of chronic poverty, conflict, migration and environmental hazards.
NEF is launching a revolving credit fund to empower local entrepreneurs in North East Syria.
The pilot phase of this intervention will establish lending facilities to provide small loans to 480 local entrepreneurs through three centers in Ar-Raqqa, Deir Ez-Zor, and Al-Hasakeh governorates.
The Lending Services Officer will oversee the design and evolution of financial products for the project. S/he will provide support to the structuring study consultant, acting as a liaison between potential customers, partners and NEF, and implementing the structuring study recommendations throughout the course of the project.
Main duties include:
- Support the structuring study consultant in producing desk research, stakeholder consultation, and market share/competition analysis; developing the profile of key targeted customers; developing customer preference analysis and customer targeting/selection.
- Provide technical inputs to the consultant on developing financial product specifications.
- Upon completion of the structuring study report, create a rollout and implementation plan in collaboration with NEF project staff.
- Supervise education of borrowers on loan process and identification of appropriate loan.
- Assess customer needs and market performance.
- Evaluate and improve fund performance, financial products and customer satisfaction.
- Supervise Loan Officers in maintaining and updating account records.
- Develop, roll out and manage quality assurance protocols.
- Oversee the evaluation of customer credit worthiness and the processing of loan applications and documentation within specified limits.
- Oversee the engagement with applicants to determine financial eligibility and feasibility of granting loans.
- Oversee the structuring of loans for borrowers, including rates and fees for loans.
- Oversee the determination of all applicable ratios and metrics and the set up of debt payment plans.
- Oversee decisions (approvals/rejections) and the reporting on them.
- Operate in compliance with laws and regulations and adhere to lending compliance guidelines.
- Secure proper documentation and the management of loan processes through closing of loan.
- Provide support in training and overseeing loan officers.
- Provide capacity building to NEF staff as necessary.
Qualifications:
Basic Qualifications
- BS degree in finance, economics or a related field.
- 7 years of financial product development, loan processing or loan review experience.
- Proven working experience in designing and/or managing financial products.
- Solid understanding of direct/indirect lending products and practices.
- Understanding of related legal and regulatory standards and required loan documentation
- Knowledge of consumer and lending services and procedures.
- Proficiency in Microsoft products and relevant financial software.
- Excellent written, verbal, and interpersonal communication skills in English and Arabic.
- Must be eligible to work and reside in Jordan.

- Experience working in fragile and conflict-affected contexts is preferred.
