1- Country Finance/Admin Coordinator
General purpose of the position
The Country Finance/Admin Coordinator is responsible for the proper
technical performance of all accounting-financial activities and all human
resources activities of the mission and its projects. In this context, he/she
ensures the correct and effective management of financial and human resources,
in accordance with the Organization procedures.
Main responsibilities and tasks
2- Accountability and Monitoring Officer
INTERSOS, with its own humanitarian operators, intervenes to effectively meet the needs of people in crisis, with a particular attention to the vulnerable groups, as women and children. It provides first aid, food, shelter, medical assistance and basic goods. It ensures that basic needs, as education, clean water and health, are met.
Following the conflict in the Syrian Arab Republic and the deterioration of the humanitarian situation which is negatively affecting also the neighbouring countries, since 2012 INTERSOS has resumed the operations in the Middle East to contribute towards ensuring emergency relief and social protection assistance for the Syrian refugees fleeing their home in search of safety, with special focus on most vulnerable groups (children, women, elderly and persons with special needs).
In Jordan, INTERSOS has focused its humanitarian response on supporting Syrian families displaced across urban and rural areas, as well as vulnerable host communities, with a programme that concentrates on protection and protection mainstreaming within the different sectors of intervention that compose the Country Strategy (Protection, Child Protection, Education in Emergency, WASH, Shelter and Basic Needs including Cash and Winterization Assistance).
General purpose of the position and main responsibilities
As a humanitarian organization, INTERSOS is required to engage with affected communities and to ensure all feedback and complaints received are addressed, followed up and used to improve the quality of services provided. To improve the accountability system, INTERSOS is seeking to establish centralized and transparent complaints, response and feedback mechanisms.
The Accountability and Monitoring Officer is responsible to support the development/review of the internal complaints and feedback mechanisms; support the development of internal capacities in order to properly address complaints and contribute to the development of investigation plans. The officer ensures that clear guidelines for raising and handling complaints are established and that complaints are recorded and addressed by relevant units of INTERSOS within a realistic timeframe. The Accountability and Monitoring Officer will support in ensuring quality in the responses through the capacity building and support of staff involved in responding to complaints. Moreover, the officer will utilize the information gathered through the feedback and complaints mechanisms to produce periodic reports and analysis that can improve quality of programming and increase the overall organization accountability.
Main responsibilities
Under the direct supervision of INTERSOS Protection Coordinator, the Accountability and Monitoring Officer will be responsible of the following:
S/he ensures constant monitoring, reports and updates to the SMT on the main guidelines and policies in place within INTERSOS Jordan Mission.
S/he guarantees full awareness of INTERSOS policies and procedures within the staff deployed at Jordan Mission level through training, workshops and induction.
S/he guarantees strict abidance to the agreed upon standards and guidelines (internal and approved at national level) at Mission level, in particular for what concerns awareness of and abidance to Child Protection (CP) Policy, and Protection from Sexual Exploitation and Abuse (PSEA) Policy.
Implement the accountability mechanisms according to the set guidelines and SoPs.
Manage the feedback, responses, and complaints received through the accountability mechanisms for the different programmes within INTERSOS.
Communicate and disseminate INTERSOS accountability mechanisms standards and guidelines within INTERSOS and conduct training and capacity building for staff involved [e.g. Social workers/Outreach teams/Case Managers/Hygiene Promoters/Engineers, etc.]
Design and support dissemination of information related to CRFM in beneficiary, host communities, and relevant partners.
Specifically in relation to confidential complaints mechanisms i.e. complaints boxes log all complaints received through complaint boxes and refer to relevant focal points for processing.
Track feedback and complaints and make sure feedback reaches relevant staff/units.
Assign deadlines for investigation and ensure proper response is generated in reasonable time.
Manage data analysis and information presentation related to CRFM.
Produce regular internal (and external) reports on complaint trends, response procedures, and relevant issues.
Support programme staff in identifying and addressing all CRF related needs.
Contribute to documentation and sharing of M&E reports that facilitate evidence-based decision-making, internally as well as with partners and donors.
Provide support on the training and building capacity of technical staff and field staff members on data management including data collection, data entry, data analysis, and data storage.
Provide support to programme managers in reviewing information across projects, to ensure that feedback and complaints are taken into account in programme management decisions.
Provide support to programme teams that the developed monitoring tools of various projects are translated in KOBO ready for use by the field staff.
Conduct spot checks in the field related to the accuracy of means of verifications submitted by field staff to programme managers.
Receive complaints or feedback from the hotline number.
Build and maintain good working relations with staff from programmes and projects.
Support the M&E team in M&E exercises when needed.
By interfaces, INTERSOS means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• M&E team
• Field Protection Managers and Programme Managers.
• CRFM Focal points in all field locations.
• Protection Coordinator/GBV-CM Specialist
Accountability

Advocate and plan for professional development for your supervised staff. (this point will remain for those who supervise a team)
Provide input to, and deliver, where applicable, training for national staff to increase their responsibilities in order to build capacity, and ensure sustainability of programs. (this point will remain for those who supervise a team)

Proactively engage with your supervisor and key staff.
Proactively engage on a regular basis with your supervisor to develop working networks to seek advice where needed.
Representation
Represent INTERSOS in a positive and professional manner to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of INTERSOS mandate, ethics, values and stand-point with regard to other actors.
Act as PSEA Focal Point alternate; represent the organization in all PSEA Network activities and support the Protection Coordinator in the role as the co-chair for the PSEA Network Task Force.
Security
Ensure the application of, and compliance with, security protocols and policies of you and your supervised staff.
Position requirements
Education
Bachelor's degree from an accredited university in social studies, humanitarian actions or any related field.
Professional experience
At least 2 years of professional experience in Accountability;
At least 1 year of professional experience in Monitoring and Evaluation;
In-depth knowledge in PSEA;
In–depth knowledge of refugees’ assistance issues.
Specializes on the development of data gathering tools through KOBO
Professional requirements
Strong understanding of the humanitarian emergency operating context, the humanitarian system and its flexibility, donors and their high demanding, security and financial management in humanitarian context;
