Communication/Cooperation Field Officer/Mafraq


الوصف الوظيفي

PURPOSE, SCOPE AND IMPACTCommunication COM/ Movement Cooperation COOP Officer contributes to implementing their delegations objectives for cooperation with the International Red Cross and Red crescent Movement ( the Movement ) in line with the ICRS`s Movement policies in consultation with the local operating National Society (NS) . S/he contributes to building a positive relationship between the ICRC and the National Society of the country where s/he is assigned.
S/he contributes to designing, planning and implementing communication projects and activities in coordination with the management of the field sub-structure and/or Communication or Communication/Prevention Manager. S/he contributes to representing the ICRC externally and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders.
MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES
Partnership and Relationship with JRCS branches
  • Assist the HoSD and Cooperation Department in Amman in the liaison with the JRCS branches in all matters related to partnership and relationship building between ICRC and JRCS with specific focus on the branches in the AOR of Mafraq sub delegation. 
    • Review and advice on any local agreement with branches that are needed and ensure their compliance with the SD strategies and priorities. Ensure their communication with Coop Amm to integrate them in the overall partnership framework agreement and its project annexes. 
    • Whenever and wherever relevant, S/he contributes to the planning and implementation of project annexes signed with JRCS if it is relevant to the SD AoR (namely RFL, EPR, Com)

Capacity Building and Safer Access
  • Identifies the NS`s strengths and weaknesses related to the branches in the SD AoR. Share with HoSD and Coop Co in Amman in order to better take them into consideration when it comes to the management of joint activities with the JRCS. 

  • Maintains an open line of communication with NS on capacity-building needs and support.

  • Support the management in their dialogue with JRCS branches about the role of the RCAT and also JRCS mandate during situations of internal violence.

Operational Partnership and Mainstreaming
  • Contributes to implementing the operational partnership between the ICRC and the NS by working closely with ICRC colleagues and the NS to develop joint procedures and operational arrangements.

  • Supports the creation of two level of communication with JRCS, strategic/decision making level and technical level. The Coop FO will take a lead role in support of the HoSD and for the first level and support role to the technical department in the second level. 

  • Maintains constant overview of the Movements activities, capacity and affairs. Organize regular meetings with JRCS branches concerned. Write Minutes of meeting and follow on the implementation of the action points. Reach out to Amman Coop team when support or follow up is needed with JRCS HQ on behalf of SD partnership with the branches concerned.

  • Extends support to operational departments (i.e. EcoSec, WatHab, Health, Prot. Etc.) to process their bills received from JRCS in relation to operational partnership.

  • Organizes the Department’s, meetings, as well as support other departments with training in relation to the RCRC Movement. Handles general cash disbursements to interlocutors participating in the Department’s, meetings.

COM FILE:
  • Content generation and distribution: Proactively identify content generation opportunities in line with the delegation’s com strategy with aim to strengthen the ICRC’s positioning/visibility in North of Jordan and the delegation in general; 
    • with the support of the production officer in Amman produces/contributes to producing balanced high-quality text, photo and audio-visual content about the ICRC activities in North of Jordan for relevant com platforms.

Operational communication
  • Under the guidance and support of the COM CO and HoSD assists in developing a plan of action for operational communication activities coherent with the SD’s and the delegation's identity, operational objectives and activities;

  • Organizes and conduct regular sessions on operational communications, and foster knowledge sharing for ICRC staff across all departments and JRCS volunteers, with an emphasis on building their capacities to present the ICRC and JRCS to different interlocutors and target audiences, and to provides regular feedback and conducts regular evaluation on these sessions and shares with comco /HoSd in a timely manner.

Environment scanning and analytical reporting 
  • contributes to the collective efforts of the Delegation to analyze and understand the environment/emerging and /or existing trends where the ICRC works and perceptions towards the institution to help the delegation prepare for near/far future scenarios;

  • Shares information relevant to the ICRC’s work in North of Jordan; on the political, economic, social, security situation, and humanitarian issues with the ES officer to be included in the weekly ES report;

  • contributes to monitoring and reporting with the updates from the northern region, which informs colleagues in the delegation on the general situation in the country.

  • Production: proposes to Amman COM new ideas for communication tools suitable for the office’s target population (in line with communication strategy of the delegation and SD PoA)

  • Manages the stock of publications and promotional items in the SD, ensures that products are timely distributed to relevant clients.

  • Ensures that SD production/consumption needs are included by each dept in the annual FPB exercise


RELATIONSHIPS 
  • Supports operational staff at the SD in carrying out operational communication activities with external audiences

  • Liaises with the AMM COM team in networking activities with key local journalists and media Interacts and maintain contacts with the local Red Crescent and other ICRC staff who work with the NS.

  • Interacts with technical staff from operating and participating NSs upon request from their supervisor.

  • Liaises with Amman-based Networking Delegate to support analysis/interaction with specific actors of influence

OFFICE ACTIVITIES
Reporting
  • Writes field trip reports based on given guidelines

  • Writes minutes of workshops and meetings

  • Writes Operational communication reports and provides contributions to specific institutional reports (MOR, PFR; MFR; com strategy/PoA))
    contributes to internal com reporting tools

Interpretation – Translation
  • Interprets accurately from English to Arabic and vice versa during field visits and otherwise, as required

  • Translates documents from English to Arabic and vice versa as required

Treatment of information
  • Registers and treats information (general and specific) accurately and with confidentially

GENERAL DUTIES
  • Be aware of the delegations objectives and activities 

  • Understand the three components of the Red Cross/Red Crescent Movement 

  • Apply the security rules at all times 

  • Respect and observe the staff regulations of the ICRC in Jordan. 

  • The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.
