Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them. Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.
Technical legal ICLA Officer
Role Specific Information
The Technical Legal Officer is responsible for providing legal support to ICLA beneficiaries, including through counselling and further legal actions.
Generic responsibilities:
- Ensure compliance with NRC policies, guidelines and standards.
- Ensure compliance with Core Competency strategy, tools, handbooks, guidelines and standards.
- Responsible for implementation of technical activities of Core Competency project(s).
- Responsible for tracking financial expenditures for technical activities of Core Competency project(s).
- Responsible for technical quality control and monitoring of project activities.
- Ensure project documentation of technical activities of Core Competency project(s).
- Provide technical support and capacity building towards project staff.
- Provide technical analysis and feedback to NRC representatives in coordination forums.
- Assess, promote and document ideas for technical improvement and further program development options.
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
- Promote the rights of internally displaced/returnees in line with the advocacy strategy.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).
IF APPLICABLE: Conduct quality control and provide technical support to implementing partners and/or contactors.
Specific responsibilities:
- Provision of information, counselling and further legal support to ICLA beneficiaries.
- Case management of beneficiary cases including necessary follow-ups within agreed deadlines.
- Close liaison with caseworkers in order to provide accurate and updated advise for ICLA beneficiaries.
- Conduct legal research and analysis when necessary and developing training materials.
- Coordination with partners and legal aid providers, including joint case management of cases. Other tasks required by Project Coordinator.
Our Ideal Candidate:
Our ideal candidate holds a Bachelor degree or equivalent. Must have a minimum of Three years of experience preferably within a humanitarian context.
We are particularly looking for a positive individual with good communication and interpersonal skills, along with a managerial and leadership skills, good planning and execution skills, and excellent presentation skills. In this position, you will join highly motivated and expert staff who are making a difference to the most vulnerable people in the world's biggest displacement crisis.
Additional Information:
Contract period: Through to 30 September 2019 (Renewal based on funding and performance)
Salary/benefits: 1347 JOD (subject to social security and Income tax)

2- Technical Shelter Coordinator - Amman
The role of the Shelter Technical Coordinator is to contribute within the Shelter Specialist team to the technical development, strategic direction and quality assurance of NRC’s refugee housing program in Jordan. The program includes shelter and WASH components.
Generic responsibilities:
- Adherence to NRC policies, guidance and procedures.
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
- Promote the rights of internally displaced/returnees in line with the advocacy strategy.
- Contribute to the development of Core Competency strategy, Micro Log Frame, and Plan of Action.
- Contribute to the specific Core Competency programme development, adjustment or review.
- Conduct Core Competency technical assessment and present recommendations.
- Conduct specific Core Competency technical research and document findings and recommendations.
- Provide specific Core Competency technical input to coordination mechanism (e.g. cluster coordination) and working groups.
- Develop specific Core Competency technical indicators and mechanism for monitoring and evaluation.
- Develop specific Core Competency technical guidance, tools and mechanism.
- Contribute to organisational learning through the provision specific technical analysis, lessons learned and reports.
- Develop training modules and provide specific technical learning or/and training for project staff.
- Provide training to relevant stakeholders.
Specific responsibilities
- Support in reporting to donors and writing proposals.
- Assist in reviewing the existing and development of the Urban Housing programme strategy, providing integrated shelter, energy and WASH solutions to the protracted needs of refugees and host communities in the urban areas of Jordan. The strategy is expected to aim at promoting self-reliance of households and supporting local institutions and be based on robust contextual analysis and best practices.
- Support to research effort through desk review and field work, and contribute to the linkage of current Jordan’s work on refugee housing with ongoing regional and global initiatives and best practices around responses to displacement and durable solutions.
- Support the Shelter Specialist in representing NRC at coordination fora;
- Documentation of best practices and case studies of the shelter program in Jordan.
Our Ideal Candidate:
We are looking for a candidate with a Bachelor’s degree, Minimum 4 years of relevant experience within field of expertise, Technical specific knowledge from the humanitarian sector. Technical knowledge and experience of renewable energy, Strong-writing skills.
We are particularly looking for a positive individual with strong communication and interpersonal skills, who can build trust and confidently navigate both internally and externally at different levels, to have the ability to analyze data and trends for informed decisions and Capacity building skills.
