Introduction
RAMP is the Early Grade Reading and Mathematics Initiative that is being implemented by RTI
International (RTI) and its lead partners: Queen Rania Teacher’s Academy (QRTA); Change Agent for
Arab Development and Education Reform (CADER); We Love Reading (WLR) and Mercy Corps. RAMP is a
national Ministry of Education (MOE) led initiative designed to improve the reading and mathematics
skills of students in Jordan from KG 2 through Grade 3 (KG2- G3).
RAMP Goals
RAMP’s goal is to ensure that the majority of early grade students in Jordanian public schools will be
reading with comprehension and doing mathematics with understanding in the coming years. To
achieve this, RAMP will deliver improved reading and mathematics instruction to all public school in
Jordan in grades K2-G3—about 400,000 children; 13,000 teachers; and 2,500 schools.
Specifically, RAMP works with the MOE to:
- Develop and distribute improved learning materials to every K2–G3 classroom in Jordan;
- Train teachers, principals, supervisors, and field directorate and MOE administrators to provide more effective instruction;
- Promote community participation in reading and mathematics education; and
- Support nationwide adoption of early grade reading and mathematics policies, standards, curricula, and assessments
Position Description
RAMP is seeking to appoint a Finance Officer to work under the supervision of the RAMP Senior Finance
Manager. The selected candidate will ensure appropriate systems and procedures (cash management,
vendor payments, budgeting and other related expenditures) are followed to properly disburse,
account, budget and report project funds which are cost effective, timely, have proper internal controls
and comply with the terms of the agreement. He/she will also contribute to the following:
Tasks:
- Payment (wires & checks) preparation.
- Recording All Accounting & Financial transactions in QuickBooks.
- Preparation and submission monthly closing files & reconciliations.
- Meeting monthly deadlines and reporting in timely manner according to RTI - International
Accounting Month-End Close Calendar.
- Follow-up and pay Social Security and Income Tax & Other Taxes.
- Follow up and controlling Employee & Partners Cash Advances.
- Financial support and reconcile cash accounts for the Regional Offices.
- Performs the cash management functions required in maintaining RTI bank accounts.
- Petty Cash Management and ensure compliance with RTI & USAID Petty Cash Financial Procedures.
- Ensure close coordination with the compliance and procurement team to insure full compliance to RTI and USAID regulations and requirements.
- Follow-up tax exemption for vendors Bills with the US embassy.
- Prepare analysis of accounts as requested.
- Assist the finance manager on monthly CMR (Cash Management Request), and quarterly - annual expenditure reports for the program.
- Assist with preparation and coordination of the audit process.
- Photocopying, filing and scanning all required documents for the financial & accounting transactions according to the RTI – International Accounting Supporting Document Matrix.
Required Qualifications
The successful applicant is expected to have the following minimum professional experience:
- Master’s degree or Bachelor’s Degree in related field.
- 3-5 years of experience or equivalent combination of education and experience
