1- Local Governance Component Lead


Position Summary:
The Building Resilient and Inclusive Communities in Conflict (BRICC) activity will foster resilience and stability in conflict-affected communities across Syria to prevent the re-emergence of extremist organizations such as ISIS, the counter the influence of malign actors such as Iran, empower communities to negotiate a peaceful resolution to the conflict, and pave the way for safe, dignified, voluntary return of internally displaced persons and refugees. BRICC will work to restore essential services in Syria; promote and strengthen inclusive, participatory, accountable and transparent governance; restore livelihoods; and expand access to education and vocational training. BRICC is anticipated to be a five-year, multi-task order IDIQ.
Under the supervision of the Chief of Party (COP), the Local Governance Component Lead is responsible for the planning and implementation of project activities related to strengthening Civil Society Organization (CSO) partnerships with government and private sector in Syria, including leveraging resources in country to bolster formal and informal networks and mechanisms to promote constructive collective action. This will include providing a broad range of technical support and capacity development to municipal council members and staff. S/he is responsible for overseeing local Area Managers and Field Coordinators and reporting on the program progress.
Reporting & Supervision:
This position reports to the Chief of Party.
Primary Responsibilities:
  • Provide a broad range of technical assistance and capacity development to local governance actors, community-based organizations, or other stakeholders;
  • Facilitate public dialogue on governance and civic engagement between government and non-governmental actors through technical assistance to local civil society organizations and local governance entities;
  • Lead the identification of strategic approaches to multi-stakeholder dialogue, government/civil society engagement, and government responsiveness to citizen needs;
  • Support the COP and the Deputy Chief of Party in the development of the project strategic framework and work plans for the program implementation to ensure the achievement of the program goals;
  • Work with local public servants on engaging with constituents and addressing their priorities by providing technical advice and guidance;
  • Facilitate interaction, collaboration, and collective action between diverse stakeholders and leverage stakeholder networks to develop strategies advocating citizen priorities;
  • Support the collaboration of civil society and media to raise awareness of citizen priorities;
  • Engage women, youth, and excluded groups in public and political dialogue, and electoral campaigns;
  • Document implementation successes, challenges, and lessons learned and share them with through regular program reports; and
  • Deliver technical presentations on program achievements to implementing partners, civil society organizations, government officials, donor, and other organizations.
Required Skills & Qualifications:
  • Minimum Bachelor’s degree in Law, Public Administration, Public Policy, or a relevant field;
  • Minimum of eight (8) years of experience with governance and advocacy initiatives with international development programs, preferably with USAID or U.S. Government;
  • Demonstrated experience working with municipalities and local governance institutions, as relevant to position, preferably in the MENA region;
  • Demonstrated capability to work with a broad range of local government, civil society and private sector stakeholders and partners;
  • Expertise in public service, good governance and/or accountability and oversight;
  • Experience with civil society and government capacity building, and governance accountability;
  • Strong experience with coalition building and collaboration with multiple stakeholders, including civil society, and government;
  • Demonstrated leadership, management, strategic thinking, training, and human resources experience;
  • Able to work effectively and professionally with high-level government officials, CSOs, donors, project staff, and other beneficiaries;
  • Excellent communication skills and a demonstrated track record of working effectively in a teamwork environment;
  • Experience with providing technical assistance, including organizing and conducting workshop and trainings; and
  • Fluent in Arabic and English.
Desired Skills & Qualifications:
  • Familiarity with Social Accountability approaches; first-hand experience and expertise in mechanisms of bottom up approaches, CSO strengthening and good governance preferred;
  • Experience engaging women, youth and marginalized groups to ensure their inclusion; and
  • Prior experience in Syria or the Middle East highly preferred.

2- Deputy Chief of Party

Position Summary:
Creative Associates International is accepting applications for Deputy Chief of Party (DCOP) for the anticipated USAID-funded Syria Building Resilient and Inclusive Communities in Conflict (BRICC) IDIQ. The Building Resilient and Inclusive Communities in Conflict (BRICC) activity will foster resilience and stability in conflict-affected communities across Syria to prevent the re-emergence of extremist organizations such as ISIS, the counter the influence of malign actors such as Iran, empower communities to negotiate a peaceful resolution to the conflict, and pave the way for safe, dignified, voluntary return of internally displaced persons and refugees. BRICC will work to restore essential services in Syria; promote and strengthen inclusive, participatory, accountable and transparent governance; restore livelihoods; and expand access to education and vocational training. BRICC is anticipated to be a five-year, multi-task order IDIQ.
The DCOP will work in concert with the Chief of Party (COP), providing sound operational management in support of activity implementation. He or she will support the COP in all technical, operational, and management aspects of the project and ensure that all appropriate reporting requirements are met. The DCOP will report directly to the COP and will be considered Acting COP in his/her absence.
Reporting & Supervision:
This position reports to the Chief of Party.
Expected Outcomes:
  • Provide operational management and leadership in coordination with the COP.
  • Support the COP in operational and management, oversight and represent the project in the COP’s absence.
  • Ensure the quality and timeliness of report submissions.
Primary Responsibilities:
  • Oversee all program operations, including administration, finance, human resources, procurement and logistics, IT, communications, and grants;
  • Coordinate the day-to-day management of operational staff in all project offices;
  • Provide daily oversight of all day to day operations including managing the operations team to ensure an operationally-sound program;
  • Lead the development of annual work plans, milestone plans, and programmatic and operational budgeting;
  • Ensure the timely preparation of required reports and deliverables, including quarterly, annual, and financial reports in accordance with USAID guidelines;
  • Work with the COP to improve implementation processes throughout the project;
  • Represent the project in local, national, and international meetings and events in the absence of the COP; and
  • Assist in the identification, recruitment, and management of consultants, and subawardees.
Required Skills & Qualifications:
  • Bachelor’s degree in a relevant field, with additional experience in similar types of programs (Master’s degree preferred);
  • A minimum of 10 years of relevant experience in program operations and management in support of large-scale international development programs in the stabilization technical sector with experience in conflict and post conflict environments;
  • Experience coordinating with civil society organizations and remote management strongly preferred;
  • Strong communication and interpersonal skills, and the ability to develop relations with donors and key stakeholders;
  • Demonstrated ability to effectively manage and build high performing teams;
  • Experience with USAID-funded programs preferred; and
  • Excellent written and spoken English required, proficiency in Arabic strongly desired.

3-Chief of Party

Position Summary:
Creative Associates International, Inc. (Creative) is seeking a Chief of Party (COP) for an anticipated donor-funded project for Syria, to be based in Jordan. The COP is to be based in Amman, Jordan and will be responsible for the technical leadership and in-country management of the project. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. The COP ensures compliance with all terms of the project contract and all relevant donor rules and regulations. The COP will also take the lead in coordinating with donor representatives and other U.S. Government (USG) actors as well as other implementing partners. 
Reporting & Supervision:
The Chief of Party will report to the Project Director at Creative headquarters.
Primary Responsibilities:
  • Manages and is responsible for technical and financial performance of the project; 
  • Provides technical direction, leadership, and oversight of all administrative matters; 
  • Ensures technical, financial, and administrative activities are carried out according to Creative’s policies and procedures and consistent with donor regulations; 
  • Develops and implements work plans for project activities; 
  • Oversees implementation of project monitoring and evaluation activities and ensures that project results are met; 
  • Supervises development and submission of project deliverables and provides timely and accurate reporting and briefings to Donor/Stakeholders on all program areas; 
  • Oversees implementation of Creative’s security protocols and provides leadership in handling security-related issues; and 
  • Manages project team in a manner that is open and respectful and encourages professional development and solicits constructive staff input. 
Required Skills & Qualifications:
  • Bachelor’s degree from an accredited university in a relevant field is required; Master’s degree is preferred; 
  • A minimum of twelve (12) years of relevant experience working in governance programs, including experience with a Contractor or International Non-Governmental Organization with demonstrated supervisory experience; 
  • Demonstrated experience and knowledge establishing systems and overseeing start-up under limited time constraints as well as program close-out; 
  • Experience in the hiring and supervising of host country local personnel and ensuring, when need arises, that they secure necessary training required to meet program needs; 
  • Financial management experience, including budgeting; financial management (tracking, reporting, and accounting); and procurement with knowledge of USG rules and regulations; 
  • Experience with activity design, development, and implementation; 
  • Strong management and leadership skills, including the ability to mentor staff; 
  • Past representational experience with host governments, other donors, and civil society and demonstrated success with inter-agency coordination and joint programming; 
  • Fluency in English;
  • Excellent communication and interpersonal skills; and 
  • Strong analytical capacity. 
Desired Skills & Qualifications:
  • Arabic fluency desired; 
  • Experience working in Syria, the Middle East and/or conflict zones; 
  • Experience working on programs relating to post-conflict and essential services mobilization; and
  • Experience engaging women and marginalized groups to ensure their inclusion.
