1-Technical Shelter Officer "Internals & Nationals Only"
Role Specific Information
The shelter technical officer will be managing all the tasks related to the renewable energy and energy efficiency interventions at selected schools, will also coordinate the related rehabilitation activities with the rest of the implementation works. Furthermore, will be managing and overseeing all the Mechanical and Electrical works related to both Rehabilitation and Construction works.
Our Ideal Candidate:
The candidate must be a university graduate in Mechanical or Electrical engineering, with a minimum of four years of experience in a similar field, specifically in construction works, with proven experience in construction management and dealing with contractors.
The ideal candidate must be highly motivated, have strong management and communication skills to and must be details oriented, well organized and planned to handle multiple tasks in the field as well as the in the office and with the team.
We are looking for a hardworking dedicated candidate, who shows interest in this project to share their experience and provide their input to make a difference for vulnerable people.
In this position, you will join highly motivated and expert staff who are making a difference to the most vulnerable people in the world's biggest displacement crisis.
Specific responsibilities:
- Plan and organize the schools’ assessment and selection process for schools receiving R.E & E.E solutions/interventions, as well as leading the implementation phase and providing support and guidance to other team members, all during a certain time frame to meet project milestones.
- Conduct the site analysis for schools, and lead the process of identifying mechanical solutions according to the needs for both rehabilitation and construction works, in addition to proposing and implementing new solutions to achieve energy efficiency at schools.
- Develop and control the quality of the mechanical and electrical technical drawings and designs.
- Revision of the mechanical and electrical designs delivered by the engineering office to ensure that all technical drawings and designs are done as per technical guidelines, relevant building codes, standards, and industry’s best practices.
- Supervise the mechanical and electrical works on site during implementation, and conduct quantity survey after completion.
- Lead the market assessments to identify technical solutions and alternatives, that will help with both inspecting and approving samples and materials for mechanical and electrical works as well as proposing new options to achieve energy efficiency at schools.
- Supervise contractors providing rehabilitation works and PV cells installation.
- Ensure proper documentation throughout the project, as well as reporting progress whenever needed.
- Coordinate the project activities with the relevant stakeholders (Schools, MoE, Ministry of Energy, Electricity company, contractors)
- Handling several tasks related to the mechanical and electrical works, as well as the R.E & E.E activities, and re-priorities all tasks in hand according to any unpredictable changes.
Generic responsibilities:
- Ensure compliance with NRC policies, guidelines and standards.
- Ensure compliance with Core Competency strategy, tools, handbooks, guidelines and standards.
- Responsible for implementation of technical activities of Core Competency project(s).
- Responsible for tracking financial expenditures for technical activities of the Core Competency project(s).
- Responsible for technical quality control and monitoring of project activities.
- Ensure project documentation of technical activities of the Core Competency project(s).
- Provide technical support and capacity building towards project staff.
- Provide technical analysis and feedback to NRC representatives in coordination forums.
- Assess, promote and document ideas for technical improvement and further program development options.
- Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
- Promote the rights of internally displaced/returnees in line with the advocacy strategy.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
- IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (the plan of action activities, contracts, financial expenditures and project documentation).
- IF APPLICABLE: Conduct quality control and provide technical support to implementing partners and/or contractors.

The Shelter officer, with a civil engineer background, will work as a part of NRC's school construction team in supervising construction and rehabilitation works, ensuring that the works are done according to standards, specifications and the industry's best practices.

The candidate must be a university graduate in Civil or Structural engineering, with a minimum of three years of experience in a similar field, specifically in construction works, with proven experience in site supervision and fieldwork.
The ideal candidate must be highly motivated, have strong management and communication skills and must be details oriented, well organized and planned to handle multiple tasks in the field as well as the in the office and with the team.

- Conduct market assessments to examine available construction materials and technologies.

- Prepare and develop status reports as required by management.

The Norwegian Refugee Council is an international, independent, humanitarian, non-governmental organization that provides assistance to refugees’ and internally displaced people in many countries worldwide including Jordan. As a part of its assistance, NRC provides information, counselling and legal assistance services to empower the beneficiaries and support them to claim and exercise their rights. NRC beneficiaries include: Refugees, internally displaced people, and members of host community.

Scope of work:
Providing support to NRC beneficiaries on the issues related to birth, marriage and death registration.
Assessing the legal viability of the cases, and the possibility of a viable support with respect to NRC’s beneficiaries’ interest and benefit.
Preparing the legal documents needed to proceed and continue supporting NRC beneficiaries before the administrative and judicial competent bodies.
Preparing and submitting monthly reports on the activities completed on a monthly basis.
Providing NRC’s legal team with information on administrative and judicial practices in the scope of the thematic areas of service delivery.
Filling in NRC legal case management tools.
Providing regularly, NRC legal team with information on the details related to the follow-up on the legal cases and the actions taken.

Minimum qualifications:
Necessary: Ability to travel between Amman, Zarqa’a and Balqa’a different areas, according to the requirements of the legal support for NRC’s beneficiaries in the scope of the subject of service delivery.

Necessary: An active license from the Jordanian bar association to practice law in Jordan and proceed with the legal procedures before Shariaa and civil courts.
