Technical Advisor – Trade for Employment
The “Trade for Employment” Project in Jordan is seeking for a “Technical Advisor – Trade for Employment” - on a full time base employment.

A. Required qualifications, competences and experience
Qualifications
- University Degree, in Economics, Commerce, Business Administration or other relevant fields
- In-depth proven knowledge in trade promotion and private sector development
Professional experience
- Minimum 7 years of professional experience in the area of trade development, export promotion or similar experience;
- basic understanding of a practical implementation of trade facilitation and trade related services;
- advisory experience especially with Jordanian public institutions like ministries as well as with private sector,
- proven experience in managing events, PR & Communication preferably in the development context
- implementation of workshops, seminars or similar events;
- very good knowledge about Jordanian trade environment and its institutional setup
- work experience with relevant institutions is an asset
- work experience with relevant sectors (garment, food and food processing, chemical, pharmaceutical, service sector) is an asset
Other knowledge, additional competences
- Very good working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office).
- Willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management.
- Experienced and able to work within a governmental institution.
- Experienced in development of teaching material (curriculum development) an asset
- Fluent (excellent knowledge) of English and Arabic, both spoken and written
- Dedication, reliability and regular follow up on assigned tasks
B. Responsibilities
The position holder will be responsible for:
- Preparing and contributing to the development and implementation of the project’s output area 1: strengthening private sector capacity in shaping a conducive trade framework, especially through institutionalized public private dialogue
- Supporting and providing professional advisory services to the private sector (JCC and JCI), as well as other exporters associations, in the development and presentation of common positions addressing different issues that impact trade performance (e.g. high costs of transport, logistics, fragmented export promotions landscape, reducing production and trade cost)
- Facilitating dialogues and supporting sector associations within the Chambers in developing common positions, both for their specific sector and for multi-sector topics, while focusing on compliance with standards, companies’ and products’ image in target markets, and on working conditions and social compliance with employment rights at firm level
- Analyzing documents, industry specific reports and national policies pertaining to export promotion and trade facilitation, in view of catering for the public private dialogue on trade related topics
- Ensuring proper monitoring and reporting on outcomes in output area (1), in line with the project’s performance indicators
- Feeding into and updating the project’s monitoring system, as well as the project’s capacity development tools
- Maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ
- Carrying out all aspects of procurement processes related to the output area (drafting Terms of References, launching tenders etc.)
- Contributing to innovation and knowledge management
In this context, the position holder fulfils the following tasks:
C. Tasks
1. Advising the partner institution(s)
The position holder
- establishes and regularly updates work plans, co-ordinated with and approved by the component manager;
- continuously reports and coordinates with the component manager on status and details of projects implementation
- identify potential industries with partners based on requirements for trade specific measures
- develop innovative mechanisms for improved consultation between sector members and across sectorial associations
- draft documents and meeting reports to build common industry positions with partner organizations
- collects relevant information and disseminate experiences both on national and local level;
- assists in the recording and writing of results by providing reports on implementation and results;
- deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project’s output areas
- technically evaluates and verifies the data received by the counterparts in the mentioned fields of activities and advising on the technical field of implementing such programs
- assists and monitors the development and implementation of project/programme plans and activities in close consultation with counterparts and consultants
- assists in preparing the project’s Steering Committee documents and follow up meetings
2. Networking and cooperation
The position holder
- supports cooperation, regular contact and dialogue with partners and consultants, covers national PR work and cooperates with all stakeholders in the project/programme environment and with other projects to improve and maintain good working relationships
- communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme
- Participates in weekly staff meetings and program related meetings.
- Represents the program and its interests in select meetings and conferences held by third parties
3. Knowledge management
The position holder
- ensures knowledge transfer to project/programme information
- draws up technical reports and presentation documents
- prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
- assists with research activities and studies on the field of Activity: “Business organizations to shape general conditions conducive to trade”
4. Coordination tasks
The position holder
- organizes and manages meetings and review sessions to incorporate feedback from partners
- coordinates planning, attending and documenting events and training workshops with regards to the development of industry specific recommendations for actions
- attends, when possible and/or necessary, events, workshops, and networking meetings of the project on a national and local level
- coordinate activities of output area “1” with other three output areas of the project
5. Handling Media Communication, events management and Monitoring of all Program Activities
- Puts together an overview of project/programme activities, deadlines etc. and presents this regularly at team meetings
- Prepares needed PR and media communication material on programme activities and feeds the website, newsletter and other communication material
- Provides events management support to team
- Supports project monitoring and updates information on project progress, documents and reports regularly on the status of results
- Ensures recording and documenting the results of all activities
- Assists short-term experts assigned to projects/ programmes in completing their tasks
- Organises and updates the documentation of activities he is involved in , filing systems and the project/programme library
- assists in order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Other duties/additional tasks

- Monitors the project implementation and provides timely feedback to superior
- Represents the interests and always acts on behalf of GIZ
- Other relevant tasks upon the request of direct superior
- Regularly checks the changes in GIZ Orientation and Regulations Tool (O+R) in relation to field of work
